Yes. Foreign owners regularly commission wooden phinisi and schooners at Bira, and the build contract is issued in writing by PT Komodo Galangan Nusantara. What needs structuring is not the build but the ownership, flag and – if you intend to charter – the commercial operation, and each of those is arranged case by case.
The build contract is the easy part
Commissioning is open to foreigners and Indonesians alike, on the same stage-payment terms set out on the commissioning page. The craft is contracted; the money is staged; the milestones are verified.
Ownership and flag need a plan
Whether the vessel is held personally, through a company or under a charter structure depends on how you will use it. Indonesian flagging, Pas Besar and BKI class for larger hulls are planned at the design stage – see the design and registration page.
Charter operation is a separate licence
Owning a boat and operating it commercially in Indonesia are different things. If you plan to charter, that licensing is framed before you commit, not discovered afterwards.
